Discretionary development for commercial or industrial facilities served by onsite wastewater treatment facilities shall be conditioned to grant an access easement to the applicable County Service Area. In addition, regular testing and monitoring of onsite wastewater treatment system shall be performed to the satisfaction of the County’s Environmental Health Division.

PFS-K Coordination on Large Onsite Wastewater Treatment Systems Repairs
The County shall coordinate with the Los Angeles Regional Water Quality Control Board to address compliance and repair issues for large onsite wastewater treatment systems (over 5,000 gallons) and package treatment systems.
PFS-M Joint Use Facilities
The County General Services Agency will work with the cities, local civic groups, and public and private school districts throughout the county to establish cooperative agreements for use of each other’s facilities to provide parks and recreational opportunities for all residents of the Ventura County.
PFS-O Crime Prevention Programs
The County shall continue to support efforts to organize neighborhood, rural, and industrial crime prevention programs.
LU-M Military Compatibility Areas (MCA)
The County shall update the Non-Coastal Zoning Ordinance and the Coastal Zoning Ordinance, if necessary, to delineate and establish the Military Compatibility Areas and Subzones illustrated on Figures 5 through 7 of the Naval Base Ventura County (NBVC) Joint Land Use Study (JLUS).
LU-R Review of Designated Disadvantaged Communities
Every five years from the adoption of the 2040 General Plan, the County shall review changes to the CalEPA designations of disadvantaged communities as well as changes in localized income data and pollution burdens and amend, as necessary, the maps and lists of low income and disadvantaged communities in the General Plan.
